Learning Across Boundaries
As long ago as 2005, the British Parking Association’s Review of Decriminalised Parking Enforcement, by the former Chief Constable of Lincolnshire, Richard Childs, expressed concern over considerable variations across the country between different local authorities’ interpretation of and approach to the legislation and called for neighbouring authorities to seek consistency of approach.
Leicestershire County, with the Borough and District councils, has set up a centralised administration service offering comprehensive advice and information on all parking related matters as well as payments and appeals of PCNs. The Leicestershire Parking Managers have also awarded their CEO training contract to Alpha Parking, which is now training front line staff at centres across the County.
Leicestershire’s neighbours Nottinghamshire and Derbyshire have taken their joint approach one step further. In May 2008, Nottinghamshire County Council in partnership with the District and Borough Councils took responsibility for parking enforcement and formed the Nottinghamshire Parking Partnership to enforce parking regulations consistently across the County. When Derbyshire Park Smarter Partnership commenced CPE in February 2009, the two counties agreed to create a cross-boundary partnership. This includes a single training supplier - Alpha Parking – which is supplying City and Guilds CEO and conflict management as well as running notice processing courses.
“It makes perfect sense to train a whole county’s front line parking staff” says Alpha Parking Director Alistair Turk. “Training is an important area of our work. Providing a consistent service goes a long way to improving standards throughout the parking sector.”
